House Rent Allowance (HRA) is a key component of a government employee's salary. In West Bengal, HRA is calculated as a percentage of Basic Pay under ROPA rules.

The Standard 12% and 16% HRA Scales

Under ROPA 2019 rules, the standard HRA rate for most state government employees is fixed at 12% of Basic Pay. For specific administrative branches or departments operating in municipal corporation limits (such as Kolkata, Howrah, or Siliguri), specific scales may allow HRA at 16% of Basic Pay.

This calculation is based strictly on the employee's Basic Pay. Unlike Central Government rules where HRA calculation bases include the current Dearness Allowance (DA) rate, West Bengal computes HRA independently of the DA index.

The Upper Limits: ₹ 12,000 and ₹ 16,000 Caps

To manage budgetary allocations, the West Bengal Finance Department enforces strict upper ceilings on monthly HRA payouts:

• 12% HRA Cap: The maximum HRA payout is capped at ₹ 12,000 per month. Even if 12% of an employee's basic pay exceeds this figure, the payout will be limited to ₹ 12,000.
• 16% HRA Cap: For departments eligible for the higher scale, the payout is capped at ₹ 16,000 per month.

HRA Declaration and Joint Declaration Rules

If both husband and wife are employed in government service, specific rules apply. If both spouses receive HRA, the combined HRA amount is subject to departmental limits. Employees must submit a joint HRA declaration form to their respective DDOs annually.
