How Annual Salary Increments Work in West Bengal (ROPA 2019)

Under the West Bengal Revision of Pay and Allowances (ROPA) Rules 2019, state government employees, school teachers, non-teaching staff, and local body employees receive an annual salary increment calculated at a rate of 3% compounding annually. The calculated amount is rounded off to the next higher ₹100 cell in the corresponding Pay Level column of the ROPA 2019 Pay Matrix.

Key Rules Governing Annual Increments:

  • Uniform Increment Date: Annual increments are uniformly granted on July 1st of every year across all state government departments, provided the employee has rendered a minimum of 6 months of qualifying active service between July 1st of the previous year and June 30th.
  • Matrix Cell Progression: On July 1st, an employee automatically moves one cell down in their existing Pay Level column in the Pay Matrix.
  • Promotional Increment Fixation: Upon promotion or movement to a higher Pay Level under CAS/MCAS, the employee is first given one promotional increment in their current level, and then placed in the cell equal to or next higher in the new Pay Level column.
