The Revision of Pay and Allowance (ROPA) 2019 rules revolutionized how government employee salaries are computed in West Bengal. By transitioning from the old Pay Band and Grade Pay structure to a unified Pay Matrix, the system introduced transparency and mathematical simplicity.

Transitioning to a Pay Matrix

Under the older ROPA 2009 scales, employees were classified using a combination of pay bands and individual grade pays. This dual-system made salary revisions and promotional calculations complicated, often resulting in pay anomalies. ROPA 2019 resolved this by multiplying the ROPA 2009 basic salary by a fitment factor of 2.57, and then placing the employee in the matching cell of the new ROPA Pay Matrix.

The 24 Levels of the Pay Matrix

The ROPA 2019 Pay Matrix consists of 24 distinct Levels, starting from Level 1 (entry pay of ₹ 17,000) up to Level 24 (entry pay of ₹ 1,28,400). Each level corresponds to a specific grade pay under the older ROPA 2009 rules:

  • Levels 1 to 5 (Grade Pay up to ₹ 2,300): Support and junior office staff scales.
  • Levels 6 to 10 (Grade Pay ₹ 2,600 to ₹ 3,900): Standard clerical, assistant, and primary school teacher grades.
  • Levels 11 to 16 (Grade Pay ₹ 4,100 to ₹ 5,400): Upper administrative staff, technical leads, and secondary school teachers.
  • Levels 17 to 24 (Grade Pay ₹ 6,600 and above): Senior administrative officers, department directors, and state service executives.

Vertical and Horizontal Matrix Movements

The Pay Matrix is designed to make career progression calculations straightforward. Regular annual increments progress vertically down the level's column, representing a 3% salary increase compounded yearly.

Promotional upgrades or career advancement scheme (CAS) transitions move horizontally across columns. When an employee is promoted from Level 8 to Level 9, they receive one promotional increment in Level 8 and are then mapped to the cell in Level 9 that matches or immediately exceeds that new figure.
